The Following Letter to the Consortium of European Building Control was sent today, May 12th..
My name is Amanda Gallagher, from County Sligo in Ireland. Myself and my husband were due to commence the self build of our family home this Summer. We have five young children and we were going to hand the keys of our current council house back to the State for another family in need when our build was complete. Our story was featured on National TV & Radio programmes during the week preceding the implementation of new building control laws – we hoped our pleas for a deferral of these laws to Minister Phil Hogan, the Minister for Environment, would be listened to – how naïve of us!
These new laws I speak of are the Building Control (Amendment) Regulations 2014 – S.I. 9. Within these laws is the requirement for a Certificate of Compliance and Completion. These legal documents seek a signature of: a principal or director of a building company only.
There has been absolutely no provision made within these regulations for self builders. This renders self building now illegal in Ireland. How grim.
We have been campaigning to get our voices heard since we found out about these terrible unjust laws a few months ago. I have just written to the IBCI and have asked some simple questions, so I anxiously await their reply.

As you are the European body for Building Control, would you please look in to this terrible injustice on our behalf – it is my understanding from my own research that every other European country permits self building and self builders are accommodated in their building control laws – am I correct in this finding? This is an infringement on our equal rights as European Citizens.
There has been a sensible solution of building control put to our Government, a solution that would include self builders, but has so far fallen on deaf ears, here is the link to this solution:
